Added

• new rule CAUSE_BLOCK_FALL has been added — it affects block categories subject to gravity (sand, gravel, anvils, dragon eggs, dripstone, etc.). If an attacker attempts to drop them onto a prohibited region, they will be destroyed without dropping any items.

Bugfix

• Fixed the bug, that allowed players to install scaffolding in the region territory, who have the BUILD rule disabled.

• Other technical improvements related to the tracking system.
