Beta continuation port for Minecraft 1.21.11 on NeoForge.

Ported the NeoForge build to Minecraft 1.21.11 / NeoForge 21.11.42.
Updated recipe, ingredient, attachment, networking, menu, rendering, and mixin integrations for the 1.21.11 APIs.
Added and validated crafter conflict selection support.
Tested with a conflict datapack on a dedicated NeoForge server across crafting, furnace, smoker, blast furnace, and crafter selectors.
