Pleasant Pigeons

Initial port to 1.19

Now uses tags for spawning, so pigeon spawns can now be configured. (The wiki has more information.)

Changes:

• This release also reduces the pigeon spawn rate, so now you don't have to deal with an excessive amount of pigeons spawning in your world.
• Pigeons will now follow any items with the pigeon_love_foods tag.
