Added compatibility with ParCool. (You likely have to regenerate your config, the parcool compat stuff is at the bottom of the file)

parCoolActionCosts: A string list defining theSTARTandCONTINUEcosts for individual ParCool actions.
Alpha build because im not 100% sure that it has no bugs and works properly.
