Pale Garden Effects

• The mod finally uses its current ID for config
  • This will create a new one
• Fog no longer is disabled in creative & spectator
  • This behavior can be restored with a config setting
• Add an option to disable glowing Eyeblossoms
• Update Icon

As a note: I never explained what the Fog Type option was for, it's a very early implementation of a future feature. Right now it either uses the vanilla type (default, what's been in since it was created) or just does nothing. If You've been using this as a "Hey, I'm using shaders!" option, I'd switch to setting it to off (or just leave it on vanilla, the code will recognize shaders are running and cancel itself.
