1.21.010 : Various Fixes

• Feed Command permission level 3 -> 0 ( vitrually 2, because the code check if you are permission level 2 or a certain gamerule is on )
• Add /oxmods jobs [reset/max]
• Add logging code for jobsbreakblock[miner|farmer] for debuuging purpose
• remaking hammer smelt code
• Fix a bug where hammer with smelt does not given xp
• Add support for smetting craft xp on hammer with smelt enchantement
• Fix a bug with where hammer give way too many xp on stone break and where broking xp system
• Starting to add a fix to hammer who have smelt to not drop the center block 2 times by changing on server side the hammer code
