Update 3.1.0 changelog

New armor: Panzer Crew - A modern and clean design. The helmet is mounted with white NVGs.

Night vision goggles are now turned off by default

All armor now has an armor toughness of 3 (for comparison; diamond has 2, netherite has 3)

Added extra failsafes for nvg shaders but it could still be unstable
