This release includes some fairly major internal changes, with the most visible changes being around how the mod detects the current mayor and perks, and most notably:

This release requires Fabric Loader 0.18.0 or newer

• If you're using a third-party launcher (e.g. the Modrinth launcher or Prism Launcher), please refer to their documentation for instructions on how to update Fabric Loader.
• If you're using the vanilla launcher, you'll have to reinstall Fabric Loader for your game version.

Additionally, this is likely one of the final releases to support 1.21.5; we recommend taking the opportunity to update to 1.21.8 or newer.
