No XP Anvils

About

Removes the XP cost for repairing, renaming and applying enchantments to tools and gear in an anvil.

No XP Anvils works as a server-side mod, but it is recommended to be installed on the client as well.

YetAnotherConfigLib and Fabric API are both required.
