This minecraft mod adds many smaller tweaks and utilities for modpack developers. Two most important tweaks are addons and item replacements.
Add-ons
Add-ons are folders or zip files that you need to place in .minecraft\addons. Add-ons replace files and folders in the root Minecraft folder (.minecraft) with their contents. You can toggle the add-ons button in the config.
Item Replacements
Item Replacements can be configured in the mod's config. Item replacements replace the first item with the second one. They are replaced in recipes, trades, block drops and mob drops. However this items don't get replaced in recipe outputs and trade outputs. Example of item replacement:

This config replaces modded copper ingot with vanilla copper ingot
