burning effect

Adds a simple Burning Effect that shows how much burn time the player has left.

!burning

When the player catches fire, the effect is applied automatically, and its duration matches the remaining burn time.

The effect also works when applied using the /effect command.

The effect icon is animated in both the inventory GUI and the on-screen HUD.
