• now they have effect list tooltip, like vanilla potions

• buffed sapphire potion:
  • Strength apply chance: 50% -> 100%
• nerfed topaz potion:
  • Item Mastery level: V -> III
• nerfed jade potion:
  • Speed level: III -> II
  • Jump Boost level: III -> II
