MTR: Surveyor Integration

• Now works on client-side as well, nearby station/depot landmarks will also show without the server.

Changes

• The built-in config command has been moved into a separate, more universal mod, which also provides a config command for Surveyor Map Framework itself and the alike.
• Now supports Surveyor Map Framework v1.2.

Fixes

• Fix crash on startup when no other surveyor addons that utilize the landmark feature is installed.
