More banner layers

The name already explains the purpose of the mod. The mod will add a config file named morebannerlayers_config.properties in the config folder, which will allow you to specify the number of layers you will be able to have on the banners. Minecraft's default is 6 layers. This mod will set the default to 12 layers.
