Modified tornado damage for PMWeather
This addon makes some upgrades to the ProtoManly's weather tornado block destruction

- Fixed tornadic destruction winds not matching anemometer measured winds
- Fixed tornadic wind fields to have proper inward swirl
- Fire whirl should no longer reach 200 mph
- Tornadic winds can no longer stack (it does not do any more destruction than just 1 tornado anyway), use supercell merging mechanic in config if you want tornadoes to merge and be stronger
- Added tornado deflector block of some sort, it pushes away tornadoes and cyclones
- Turned real wind damage OFF by default, it causes lag and is not really needed anymore because what anemometers read is mostly real wind now. The option is still there in config if you want it.
- By default, tornadoes would no longer be able to reach wind speeds of over 300 mph, so default max wind speed in config was raised to 321 mph.
- Fixed wind gusts for some users reaching absurd values.
- Sitting in boats or minecarts will not help you in a tornado anymore
