Modified tornado damage for PMWeather

• Added block list and block tag list to use for blocks that you want special grabbing rules for. Dirt is in there. For example if you don't want roads of black concrete being ripped from ground you write minecraft:black_concrete in here and also in the blacklist in the config of PM weather.
• Supercell merging should no longer spiral out of control when playing with pmw Extra.
