v1.2.0 - fixes and fixes and config changes!

MinimalTPA is now compatible with Minecraft 1.12.2 (Java 8) and up! Here are some other changes:

• Separate /tpa and /back cooldowns
• Cancel timeouts when /tpaccept, /tpcancel or /tpdeny are invoked
• Fix a name error when sending a message to a tpa recipient
