MaxStaff

The commands /ss and /uss have been added. These are derived from FREEZE and are used to freeze or unfreeze. The permission maxstaff.freeze has also been added.

A new discord.yml file has been added. In this file, you can add webhooks so that sanctions are sent to a specific channel. THIS DISCORD SECTION IS STILL UNDER DEVELOPMENT. PLEASE REPORT ANY BUGS.
