Bug Fixes

Fixed an issue where Vault blocks inside Plains Wayfarer's Capsules could not be activated or opened due to MC-268618.
- The bug occurred because custom structures saved the state_updating_resumes_at timestamp from the building world, which was much higher than the new world's game timer, preventing the Vault from ever becoming interactable.
- Vaults now function correctly and become interactable approximately 10 seconds after world creation.
