Somewhat final version of the mod with only small things missing

Added /shout command in this version which can also be used from the console

Shouting with radius only works within one dimension, so setting it to 0 would make it truly global, while setting it to some absurd value would make it global within one dimension. Calling /shout from the console obviously makes it shout globally
