Fixed bug where enchanted books and potions would spawn with no effects

Added a creative tab with Enchanted book (No effects) and potions (No effects), these can be used to place inside loot tables and they will spawn with random effects.

Changed the default number of spawned chests to 10 when using /lootify spawn command
