Loopy Powers

Small bug fixes/minor balance patch This is just for NeoForge currently, Fabric will be updated with previous updates including this one at some point hopefully.

GENERAL

• Servers should now actually run with this mod installed
• Powers should not be reset when world is restarted - It shouldn't have done this anyway but I'm dumb.
• Cooldowns should now be maintained when player leaves + rejoins.

FORTUNE

• In the ultimate, players are only teleported when much higher now - So powers and certain rules should function correctly.

ICE

• Slightly more freeze on melee hit
