Update to use Spell Engine 1.9.0

• DISCLAIMER: All spell books and spell scrolls will be reset, due to major API changes.
• Second Wind & Dancing Dagger are now Tier 5 Spell's
• The Spells can now also be learned in the Spell Binding Table
• The additional Spells also got slightly buffed
• Small tweaks in the Loot Tables
• Added the missing smithing recipes for the additional Weapons
