[Let's Do] Herbal Brews - Tea Blossoms from Shears Only

This datapack modifies [Let’s Do] Herbal Brews so that vanilla flowers drop only Tea Blossoms when harvested with shears.

It’s designed to pair with datapacks that alter fortune, luck, or drop mechanics. Without this fix, Herbal Brews can cause flowers to drop Tea Blossoms incorrectly.

Will not play nice with other mods that change vanilla flower drops.
