WARNING: as a result pre-existing unclaimed chunks may end up with the old fee as default price, which depending on server config would allow players to buy them while unclaimed, new chunks should be unaffected

added buy_in_wilderness config (default false) to allow players/companies to buy chunks in wilderness
various backend fixes in /ck claim, /ck buy and /ck sell UIs
