Juicey's Tweaks

New features:

• Added config options
• Sculk blocks emit particles (with compat for Visuality)
• Snowballs freeze mobs for a few seconds and extinguish mobs that are on fire
• Diamonds can smelt 128 items

Changes:

• Now requires Cloth Config API
• Moved positions of some items in creative tabs
• Actually fixed the logo this time
