2.4 : The Config Update

I was originally going to release the 1.21.9 / 10 builds of the mod earlier, but I got carried away and decided to revamp the config system as well.

Config Enhancements

added a few new options to the config.
added in-game config UI.

Changelog:

Elytra (and cape) gravity now scales with the players gravity attribute. (can be disabled in config)
Added enabled toggle to config.
Added gravity multiplier option to config.
Added elytra lean and spread multiplier options to config.
Fixed the Minecraft bug where capes (and elytras with this mod) will snap back to default position and high speeds (MC-111418). This fix is also toggleable.
Added config UI for both Fabric and NeoForge. (ModMenu is required to access on Fabric)
Updated to MC 1.21.9 & 10.
