Jake's Hub & Econ Mod

Added a failsafe for the tele rw command. Now it works on a repeat loop instead of a "while/wait until" loop, and will notify the player with an error message if the chunks couldn't be generated instead of teleporting the player to a place that crashes the server. Also, procedure blocks are now properly-ordered so that sound effects for the teleporting procedure play at proper times now.
