Config File

There is now a item_logger.config that generates and is read for default values. At the moment, the only config value is "DefaultMode", which can be set to "off" or "log" (upon start-up). Mode-commands remain unaffected.

Also, /itemlogger reload has been introduced to allow for changing configurations without restarting the game.
