⚙️ Enhanced Security & Config Controls

Global Kill Switches: Administrators can now completely disable specific features (Combat, TPA, PMs) server-wide via config.yml.
Improved GUI Adaptivity: Toggles for disabled features are automatically replaced with "Disabled by Admin" placeholders in the GUI.
Strict Command Security:
- Subcommands like settings, admin, and reload are now completely hidden from tab completion and help messages for players without permission.
- Fixed a bug where enable-settings-gui: false was not properly blocking access for non-OPs.
Reload System: Fully implemented /ig reload and /igreload with support for config, messages, data, and all.
Tab-Completion Overhaul: Fixed administrative multi-player completion for /ig admin add/remove.
