[LongHotbar] Fabric: Short press of = key behavior:
- DUAL mode (disableMod=false): Only cycles the right-side hotbar row (swapRow 1→2→3), left/right positions unchanged.
- Vanilla Style mode (disableMod=true): Swaps the current extended row with the main row, toggles swappedPosition, then updates swapRow.
- This aligns with NeoForge behavior, fixing the previous issue of "always swapping the right side".
