Hardcore Torches
Makes torches burn out after a configurable amount of time, as well as optionally starting unlit and extinguishing when broken or in the rain

- Add a relight torches and relight lanterns option. These make it so that both blocks essentially have infinite fuel, but must be periodically re-lit. Specifically, torches will become unlit torches instead of burnt ones, and both blocks will be fully refueled when lit.
