Hard Rock - Increased World Gen for This Rocks! (Forge) - V1.7

Fixed a crash during loading the datapack when the probability is beyond 1.0 (oops) - It should now load properly if placed in the config -> openloader -> data folder or globalpacks -> required_data folder

Adjusted the configured_features to place less clustered rocks, sticks, starfish, seashells & geysers
Adjusted the placed_features to use a uniform count between 1 - 15 so each rock, stick, starfish, seashell & geyser was placed more naturally in the world and similar types weren't clumped together in a single area
Adjusted the rarity filters to be slightly higher so each rock, stick, starfish, seashell & geyser wasn't littering entire biomes
