Goety: Spell Source API

Added an API that allows items to provide spells.

Currently supports: main hand, offhand, armor slots, and curio slots.

Added a default spell focus ring renderer for special spell items, along with interfaces for registering and using custom renderers.

Added config options for players to quickly configure related features.
