[BUB] Gender

Complete rewrite for Forge 1.20.1 and NeoForge 1.21.1

• Entire codebase rewritten from scratch, improving performance and stability across both platforms.
• In-game commands — /bub client and /bub server let you change most settings without touching the config file.
• Smart caching — config loads once on startup and only refreshes on command, reducing server overhead.
• New gender display — floating icon above mobs (scanner in offhand) and redesigned on-screen GUI.
• Instant gender info — gender is shown immediately when aiming the scanner at a mob, no extra steps needed.
• Optional scanner — you can now disable the scanner requirement to see gender just by looking at a mob.
• Open NBT storage — gender is now stored as bubgender and bubsterile, allowing ETF and EMF to change textures and models based on mob gender.
• Automatic data migration — old gender data from previous versions is converted to the new format automatically.
