Frostiful 3.0.0 for Minecraft 26.1.x

A stable release of Frostiful! Going forward, I plan to work primarily on 26.1.x as I do not have the time or motivation to keep version chasing. The likely next target version for Frostiful will be 27.1 next year. So, I plan to skip 26.2 and 26.3. However, I plan to develop new features and may even be more inclined to do a Neoforge port for this version and maintain it to the same quality that I have for Fabric.

Changes from 3.0.0+26.1-beta.4:

• No longer eagerly allow temperature statuses to apply when not wearing a Frostology Cloak.
• Players now receive environmental heating when they are cold and in a warm area (>=15°C).
• Fixes fur leg armour not being enchantable (fixes #224)/
