Torches burn through 4 states until fully depleted! Burnt out torches can be recycled to make torches cheaper

- Added Villager Torch Behavior. Villagers will now replace nearby Burnt Out and Smoldering Torches at regular intervals.
- Lowered default Lucky Torch chance from 5% to 1%
