Torches burn through 4 states until fully depleted! Burnt out torches can be recycled to make torches cheaper

Bug fix - Torch age values above 15 breaks models upon reloading world:
- Reduced max age for all torch duration from 255 to 15 in configs
- Will look for a better solution, to hopefully increase the range again in the future
