Fishing Overhaul

This datapack overhauls fishing adding custom biome fishing loot tables, and it makes treasure loot more rare but more rewarding. Have you wanted mostly useless structures like shipwrecks to be useful somehow, now they are as they give treasure loot.

Let's say you need a diamond axe and don't want to mine, but it starts to rain. Now is the perfect time to fish, woah you just caught a treasure chest, a pufferfish, leather boots, a diamond, a forgotten barrel, sand, a diamond, and a cod! The treasure chest had a diamond in it to, now you can craft the diamond axe! Your lucky that it started to rain, and your base had a shipwreck near it!
