FISHING_DURATION_MULTIPLIERto 0 or to a really low value will no longer prohibit fishes from appearing - Fixed a Vanilla bug that causes the player to not gain anything if he would have gotten a treasure in a small fishing pond (the player will instead get a non-treasure item even if the luck is at 100)
