Exitian Tweaks

Added configs to prevent hostiles, slimes, wither boss, ender dragon from spawning outside of peaceful.

Added config to prevent the wither boss from forming with the structure outside of peaceful.

Reorganized the config. This might break already installed mods! It shouldn't but might.

Also redid the configs and change a bunch of them to be actually off. Forgot to turn them around in-dev. lol.
