Makes some equipment toggleable. This makes those toggled off items unusable.

- Made the settings menu work with a dialog instead of being in the chat
- Fixed the Netherite Sword and Netherite Axe buttons not being in the settings menu for some reason
- Fixed the /trigger Equipment command's text to show the hover events correcty for newer versions
- Fixed the item modifiers to work correcty in the newer versions
