Initial Version
- when entering a restricted biome a visual fog will appear with a timer and a progress bar
- added a config to add biomes with a tier like "minecraft:deepdark:1" to trigger the enwithered effect
- added a config to define a list of times by seconds for each tier
- added a config to restrict by height
- added a config to trigger a wither effect or kill the player instantly
- added a config to adjust the wither effect
