Restrict Biomes by a timer system that will wither or kill if you stay too long in it

- added support for structure restrictions
- improved visuals and fading of fog
- changed resistance setting command to specify a player (helpful for quest commands)
- improved timer sync
There is no real way to progress the resistance and relies on commands that quest systems can increase, therefore restricting biomes and structures should be added carefully.
In the future an upgrade system will be added - as goal for 1.0 release :D
