Fixes the Energy Efficiency Upgrade Module (Tier VIII) upgrade effect config value if the config was directly upgraded from EP v2.15.x to EP v3.0.0-beta.x

Updates from an older Energized Power version:

Automatic config upgrade is supported from EP v2.18.2 or newer (including 3.0.0 beta versions) with config_version >= 2.18.0
Fix will apply to any version even if config_version is not present
To apply the new config values manually, you should rename the common.conf in the config/energizedpower directory to common-old.conf

Please note that this is a beta version:

v3.0.0 is still in development: All newly introduced features are subject to change
Over the next beta releases you can expect
- a new machine tier and new machines,
- some recipe changes, and some balance changes
