Features

• Remove energy throttling and ensure machines that send energy distribute it evenly.
• Add a whitelist tag for capturing and spawning mobs

Bug Fixes

• When Iris shaders are in use, hide facades instead of trying to make them transparent (#1062)
• Unable to in-place upgrade item conduits
• Logic problem with travel anchors (#1175)
