Modifies enchanting through an enchant limit, rebalancing, and custom enchants that aim to encourage different playstyles while keeping the balance vanilla-like.

1.3 patch notes:
Updated to 26.2
- New enchant: Horn Hail (Horse Armor)
- When using a horn, the nearest horse with this enchant within 256 blocks is teleported to you
- The following enchants can be added to horse armor:
- Feather Falling, Frost Walker, Soul Speed, Terra Speed
- On overflow, durability of 256 will be slowly consumed
- Fixed higher levelled overflow not increasing durability damage for tools
