• Package NeoForge LogFilter as a single bootstrap container that initializes the filter before mod discovery and exposes its embedded normal mod to NeoForge, allowing rules to filter discovery and Mixin-config messages, including missing-refmap warnings.
• Avoid attaching duplicate filters when later lifecycle fallbacks initialize LogFilter again.
