Electrical Age - jrddunbr's edition

High level changes:

• Many bugfixes
• New electric minecart system. I bet it'll play nicely with Railcraft
• Added new thermal spike suppression code to prevent grid explosions from being nearly as common
  • There are some configuration options available here. This likely needs tweaks through gameplay.
