Added a config
Added options in the configuration to extend the range of storm detection by the EAS block, manageable in singleplayer/multiplayer
Added four blocks/items: Cyclone Tracker, Cyclone Block, SPC Station, and the Outlook Receiver.
The Cyclone Tracker will allow you to track hurricane windspeed, width and direction. It must be shift-click bounded to the Cyclone block (which must also be directionally attached to a working EAS Transmitter) to work.
You can toggle between automatic, manual, or disabled hurricane naming in the configuration.
You can add your own names to the hurricane naming list in the configuration
Added hurricane / tropical storm polygons
Added hurricane / tropical storm watches which will warn you of incoming hurricanes
Added support for town creation by doing /easaddon town. This allows for localized warnings texts such as:
NWS Springfield has issued a Tornado Warning for Joplin
You can set towns under the jurisdiction of an NWS office
You can manually set tornado or severe thunderstorm watches by using the SPC Station block within a registered NWS office.
You can modify speciifc severe probabilities within a watch.
You can now issue outlooks for your local SPC office if you are an operator or the mayor of a town, up until day 3, manually or automatically.
Added abilitiy to 'pin' tornadoes and hurricanes in their respective GUIs so that it prevents them from being cleaned up when attempting to clear inactive entries (thanks @trb_anims)
Added a config option to turn down the volume of the EAS tone
Added a config option to switch between the time format for EAS alerts
Added a config option to disable the debug output
CHANGES
Damage calculations should now sufficiently account for ground scouring and debarking, no matter if the tornado is beyond render distance or not. This should increase the rating on tornadoes that are extremely powerful but dont hit a lot of things to warrant a higher rating.
Fixed a bug where players could not further rate a tornado after the first rating
Fixed a bug with warning polygon placement over large distances on radar that originally prevented me from adding a configuration to extend the range
Fixed tornadoes that are clearly active in game but registered as inactive in the damage surveyor
